This is one of the most imaginative uses of web 2.0 web sites. Here's how it works: 6 unique web 2.0 websites, all with elevated Page Rank Values, include a backlink to your site. And each of the "spokes" include a backlink to it's neighbor - creating the wheel. The "hub" is any web page on your website.
The power comes with from a extremely focused group of sites, with high Page Ranks, all focusing on your page. The design is to focus an enormous amount of authority on one keyword phrase at a time - to push that phrase up in the search engines.
Adding Content
On every one of the 6 sites on the outside wheel we include content (preferably unique content optimized around one subject - a unique keyword phrase.
Let's say your primary website is about pet supplies. And on one of the pages on your site you talk about pet grooming. The next thing we do is write 6 articles dealing with "pet grooming". They might be 6 unique articles on per grooming or an article that has been spun. Within each of the 6 articles we would add two links. One to the page that we are promoting on our site. And the other to the next spoke in the wheel.

Promoting Your Wheel
Next, we want to aggressively promote the wheel so it is picked up by the search engines.
1. Create Social Bookmarking backlinks for each spoke and your hub page.
2. Capture the RSS feed from the web 2.0 properties and submit it to a number of RSS aggregators
3. Ping the RSS feeds
4. Some of the web 2.0 sites will create a sub domain for you. If that is the case, submit the sub domain to some of the web directories.
The Power to Expand
The simple 6 spoke Link Wheel can be very formidable on its own. But you can magnify the power of the wheel even more. Let's say that next month you want to add on to your hub. What you would do is develop another Link Wheel, but this time we could make the page that we previously created on Squidoo.com the focus - building more authority for that site - and in turn passing more authority back to your site. You can keep adding as you wish - using Blogger.com as the hub the month after, etc. There are no limitations. And then, you can always could build a hub to a different page on your web site and start over.
